TOKAIRO ATTENDANCE MANAGER PROVIDES SUPPORT
SOLUTION FOR NEW EMA SCHEME
- Tokairo to be among first to offer solution
to offer fully integrated EMA solution integrating with
attendance management capture.

A complete solution
to handle attendance capture and reporting to support
the Government's Education Maintenance Allowance (EMA)
initiative has been developed by Tokairo –
ema
and connexions.
Tightly integrating with Tokairo Attendance
Manager (TokAM), the system is the most successful attendance
capture and reporting system available to colleges of
further education. With over 85 colleges using the system,
its success is based on flexibility, the accuracy of attendance
data captured; low capital expenditure, easy implementation
and unparalleled support directly from Tokairo.
Tokairo will be releasing three EMA Modules
for colleges to handle the administration of the DfES
EMA scheme.
Option 1: TokAM EMA Module
Option 2: TokAM EMA Plus
Option 3: TokAM EMA Web Plus
The EMA Modules are provided via an annual
lease, which allows Tokairo to significantly reduce the
cost and integrate the advanced TokOpen document management
functionality within the EMA Plus and EMA Web Plus Modules.
The Modules include the management tools for listing outstanding
EMA weekly payment decisions , bonus payment decisions
and EMA related records that have to be stored for three
years. The only cost applicable is an annual lease fee
that varies depending upon the Module selected and an
installation fee. TokAM EMA Module licence fee is £667
per annum, TokAM EMA Plus is £1,667 per annum and
TokAM EMA Web Plus is £2,667 per annum.
The TokAM EMA Module is designed to handle
all EMA data management administrative processes including
weekly payment decisions, bonus payment decisions, handling
payment decision queries and EMA student enrolment.
The TokAM EMA Plus Module integrates with
Tokairo Industry leading document management system, TokOpen,
which has been selected by some of the largest blue chip
corporations and Government Departments in Europe and
the United States. The EMA Plus Module supports the management
of payment decision appeals and communicating payment
stoppages and delay notifications.
Documents are captured using Tokairo Attendance
Manager’s existing scan interface, which is being
upgraded to automatically read bar coded EMA documentation
such as EMA Contracts. All other EMA documents can be
captured and indexed during the weekly attendance and
bonus payment decision process including payment stoppage
notification and payment decision appeals processes. Existing
TokAM users who use Register Scanning will be able to
use their existing scanners. Those colleges who purchased
scanners from Tokairo that support bar code reading will
automatically read bar coded EMA documentation.
TokAM EMA Web Plus includes all EMA Plus
functionality with the addition of TokOpen Web providing
on line distributed bonus payment decisions and on line
EMA document access.
The ‘TokAM EMA Module’ is the
core EMA product and on its own forms our minimum EMA
solution package for colleges. The Module will provide
assistance in the most labour intensive area of EMA administration
at colleges; the making of payment decisions week after
week for each EMA student enrolled to the college. The
TokAM EMA module will present a list of outstanding weekly
EMA payment decisions to the user and automatically pre-select
a Yes/ No decision based on the students weekly attendance
already captured in the Attendance Manager system. Bonus
payment decisions will also be catered for in the TokAM
EMA Module. The TokAM EMA Module will be the location
for EMA administrators to access information needed to
answer payment queries.
The TokAM EMA Module will also support the
automatic uploading of payment decisions to the DfES EMA
System as soon as this facility is made available by the
DfES (expected September 2005).
Colleges opting for Tokairo’s TokAM
EMA Plus Module will benefit from the TokAM EMA module
being tightly and seamlessly integrated with Tokairo’s
powerful TokOpen document management system. This fuller
EMA solution efficiently handles EMA student enrolment
utilising bar code reading and handling the scanning and
management of the EMA Contract Part 1 (Attendance) and
Contract Part 2 (Bonus) documents. TokAM EMA Plus will
also manage the payment decision appeal process and storage
of auditable documentation relating to authorised absence.
The TokAM EMA Plus Module efficiently responds
to the importance of electronically managing the following
documentation for effective EMA administration.
- EMA Contract Part 1 (weekly attendance)
- EMA Contract Part 2 (bonus payments)
- Payment Appeal documentation
- Documentation recording mitigating circumstances
and qualifying absences as authorised
This is achieved using TokOpen’s advanced
workflow management tools that are tightly integrated
within the TokAM EMA Plus Module.
TokAM EMA Plus ensures efficient storage,
management and access to all the above EMA related documentation
while also meeting the auditing requirements set by the
DfES for the EMA scheme. The freedom of information act
and data protection act are automatically enforced when
accessing documentation using TokAM EMA Plus. This is
achieved by masking confidential information from unauthorised
users and access allowing documents containing a mix of
confidential and non confidential information to be managed
with the EMA procedures without falling foul of the Government’s
data protection legislation.
Colleges increasingly require web systems
to access information over the Internet, or more commonly
over their own college based intranet. Using Tokairo’s
top EMA solution Module, TokAM EMA Web Plus, colleges
are provided with secure access to EMA documentation over
the web, while at the same time ensuring the Colleges
compliance with both Freedom of Information and Data Protection
legislation.

Automated EMA Student Enrolment Module that can be used
with both the TokAM EMA Plus and EMA Web Plus Modules
